The ICA Announced on December 31st, 2025 a New ADOSH Heat Recognition Program for Exceptional Employers.

| Phoenix — 12/31/2025 Pursuant to Executive Order 2025-09, the Industrial Commission of Arizona (ICA) announces a recognition program administered by the Arizona Division of Occupational Safety and Health (ADOSH) that recognizes Arizona employers who excel in protecting their workforce from heat-related stress and illness. The Thermal Hazard Exposure Risk Mitigation Achievement Leader (THERMAL) certification will be awarded to Arizona employers who demonstrate specific efforts that clearly exceed the recommendations established by the Workplace Heat Safety Task Force. Many employers already employ resources to reduce their employees’ risk of heat-related illness that exceed industry guidelines. The THERMAL program will recognize their efforts and encourage more employers to implement similar measures. ADOSH developed the Heat State Emphasis Program (SEP) to protect employees from heat-related hazards and resulting injuries and illnesses in outdoor and indoor workplaces in July 2023. Since then, the number of heat-related illnesses in the workplace has decreased. The newly released recommendations developed by the Workplace Heat Safety Task Force, formed in accordance with Executive Order 2025-09, will be used to update the SEP, providing Arizona-specific recommendations that every employer, regardless of size, can utilize. The agency is confident that the additional guidelines, coupled with the additional protections recognized by the THERMAL program, will further reduce the number of heat-related illnesses and protect Arizona’s workforce from extreme heat.
